They didn't ban beaches, they banned fun on the beaches (or they banned people from getting falling down drunk and acting the fools on the beaches). Though the City Council approved a one year ban on booze at San Diego's beaches a new petition is circling in an effort to overturn the the decision. From Sign on San Diego:
The group, dubbed Ban the Ban 3, has 30 days to gather about 31,000 signatures needed to get the issue on the ballot. “We are eager to get the word out to the public about this restrictive new law,” said the group's spokeswoman, Rachel McFarlin. “The San Diego City Council should not have the right to take those liberties, especially in light of two pervious successful referendums.”
Attempts to prohibit drinking at city beaches have twice failed. There was a failed attempt to ban drinking at the beach in 1991. In 2002, voters narrowly rejected a proposition to prohibit alcohol at the beach.

I Keep Calling it the "Beach Ban" When That's not Exactly Correct
