Not that it's ever happened to me.
New website alert, "Rotten Neighbors dot com" where concerned neighbors can write reviews and hints about their respective neighbors and neighborhoods. And of course, it was created by a San Diegan. From MSNBC:
The Web site, created by San Diego resident and unhappy neighbor Brant Walker, allows people to take nameless swipes and touts itself as a research tool for home buyers. Under "What We Believe," the site says, "If a bad neighbor exists, this information should be made freely and easily available to everyone," and "The more bad neighbors you add, the better the service."
I looked up my old residence in San Diego and got this diddy "whatever happened to that really cute fun girl that lived next door to me? She made the whole building worth paying the extra high rent. And her personal style, BAM!" (Or something like that.)

Here's a place to complain about your crappy neighbor, like the lady who writes letters about the length of your lawn two weeks after you had a baby
