Urban Legends aside, this article never tells you why. Why was the guy buying bear gall bladder parts? Why do they suspect they were on their way to Southeast Asia? Why are "mostly gall bladders" illegally trafficked? Why are many bears poached for their gall bladders? What do the Southeast Asians know about Bear gallbladders that we don't? And why were they so readily available in Redding off all places? Have you ever been to Redding? I knew there had to be a black market for something, but Bear Parts, actually now that I think about it that would only happen in Redding.

California Department of Fish and Game (DFG) wardens Saturday arrested Huong C. Tovan, 54, San Diego, for illegal trafficking in black bear parts. He was arrested in Redding while attempting to purchase bear gall bladders from undercover game wardens.
